The Bologna Follow-up group, an international body that monitors progress in the field of national higher education systems on their way to a common European higher education area, which was inspired by the Bologna Declaration (1999) and the Prague Communiqué (2001), was established by Dr. P. Zgago as the main reporter at the conference (Berlin, September 18-19, 2003), which concluded the second two-year cycle of the Bologna process.

The report was created with the support of the European Community (Socrates – complementary measures).
